NCOEA, WHAT IS IT?

NCOEA serves as the bridge between local associations and OEA Certified and support public schools employees of NCOEA are active, retired, and pre-service professional educators.

Through monthly meetings members express their concerns, celebrate their achievements, share ideas paving the way for the future.

The geographic area of NCOEA consists of 6 counties (Ashland, Crawford, Huron, Knox, Morrow, & Richland) and the 37 affiliated local associations located in these counties.

Our vision is great public schools for every student, while promoting professionalism and protecting the rights of its members.

NCOEA MISSION

The Mission of NCOEA is to promote the interest of public education, advance the standards of the education profession, and to secure the conditions necessary for quality public education for all students.

PURPOSE

The purpose of this organization shall be to promote the interests of public education, to advance the standards of the education profession, and to secure the conditions necessary for the greatest efficiency of education personnel and schools.

In carrying out the above purposes, the NCOEA shall have the power to receive, hold, and administer funds and property and to enjoy the advantage of a non-profit corporation under Ohio laws.

NCOEA Leadership is divided into three groups:

  • NCOEA Representative Assembly
  • NCOEA Executive Committee
  • NCOEA Officers

Executive Committee

The executive committee performs the ordinary business of the NCOEA between the Representative Assemblies. The Executive Committee shall be composed of the officers, representatives of each region within the NCOEA and representatives to OEA Committees.

Here are the Functions of the Core Function Committees of OEA:

  1. The Local Development and Training Core Function Committee shall be responsible for recommending to the OEA Board of Directors and other appropriate entities the creation of OEA policies that ensure the planning, implementation, and regular assessment of a statewide local development and training program that meets the needs of and strengthens local affiliates in accordance with the OEA’s effective locals initiative.
  2. The Organizing Strategy Core Function Committee shall be responsible for recommending to the OEA Board of Directors and other appropriate entities the creation of OEA policies that ensure the planning, implementation, and regular assessment of an internal and external organizing program that meets the needs of local affiliates and supports their development.
  3. The Professional Efficacy Core Function Committee shall be responsible for recommending to the OEA Board of Directors and other appropriate entities the creation of OEA policies that ensure the planning, implementation, and regular assessment of a professional development program that assists local affiliates to address professional development issues, promotes the OEA’s legislative agenda, and meets the needs of locals and supports the professional growth of members.
  4. The Member Rights and Protection Core Function Committee shall be responsible for recommending to the OEA Board of Directors and other appropriate entities the creation of OEA policies that ensure the planning, implementation, and regular assessment of a member rights and protection program that meets the needs of local affiliates by addressing such issues as lobbying, political action, contract bargaining and enforcement and related strategy development, human and civil rights diversity.
  5. The Collective Bargaining Core Function Committee shall be responsible for recommending to the OEA Board of Directors and other appropriate entities the creation of OEA policies that ensure the planning, implementation, and regular assessment of a collective bargaining program that meets the needs of local affiliates.

Core Function Committees will perform other duties as assigned by the president and the Board of Directors.

Two Representative Assemblies (RAs)

RAs shall be held each year. Representatives to the assemblies represent the affiliated locals (one delegate for each fifty members or fraction thereof). Representative Assemblies elect officers, elect representatives to OEA Commissions and Committees, set policy for the NCOEA, and resolve critical issues.
